Skill — Running a Bid Leveling Meeting

1. Build the trade matrix BEFORE quotes arrive (scope lines from spec sections).
2. Normalize: alternates out, taxes in, bonds priced separately.
3. Call every low sub: confirm the two scope lines they most often miss (hoisting, cleanup).
4. Circle plugs in red. A plug without a named fallback sub is a no-bid line.
5. Output: leveling sheet saved to the pursuit folder + gaps list read aloud at final review.
