• Site-specific safety plan before mobilization
• Daily pre-task plans, weekly all-hands toolbox talk
• 100% tie-off above 6 feet, no exceptions
• Silica: wet-cut or vacuum-shroud only
• Incident reporting within 1 hour to Priya's team, drug test per policy

Leading indicators (tracked monthly)

• Near-miss reports per 10k hours (target: >5 — we want reporting UP)
• Toolbox talk attendance
• Open corrective actions older than 7 days (target: 0)
